If you are demolishing a non-load-bearing partition wall, a permit is not required. However, if you plan to make minor modifications to a load-bearing structure, cut out a new door opening within boundaries, or alter the facade (e.g., enclosing a balcony), it is mandatory to obtain an official Class I work permit from the City Hall Architectural Service.
Complete dismantling (so-called stripping down to the black frame) includes: removing old wallpaper and plaster, laying tiles and laminate/parquet, dismantling old doors, windows and plumbing pipes, as well as removing unnecessary partitions.
The price depends on the volume and complexity of the work. Wall demolition is typically calculated per square meter (taking into account wall thickness and material — block, brick, or concrete). Conversely, stripping old flooring, tiles, or old plaster layer is often priced as a flat fee (fixed price) for the entire scope of work.
