This is not recommended. The old wallpaper will inevitably blister and peel off due to the moisture from the new glue or paint. For a perfect result, the old layer must be fully removed, and the wall should be re-plastered/schachtled.
Matte paint hides minor wall imperfections well but is harder to clean. Gloss and semi-gloss paints are highly washable and durable, but they tend to highlight any flaws or defects on the wall surface.
Typically, 2 coats of paint are required for a high-quality result. If you are painting over a dark wall with a light color, you might need 3 coats or a preliminary application of a special white primer.
